These standards define how submissions are received, classified, routed, and escalated. They are maintained by RuleMark, independently of Certa Systems.
INTAKE STANDARDS
Structured submission required
All submissions must follow the defined intake format. Incomplete or unstructured submissions are returned without review.
Classification precedes routing
Every submission is classified before any routing decision is made. Classification determines which path and process applies.
Escalation is threshold-based
Human decision-makers are engaged only when defined escalation thresholds are met. Below threshold, processing is automated.
Access is filtered, not open
Each entry point has defined access criteria. Submissions that do not meet criteria are not advanced.
No human reviews an unprocessed input
All inputs pass through the front-end system before reaching a human. This is a hard boundary.
Standards are maintained independently

ACCESS RULES BY PATH
Qualifies
Project teams with a defined problem, product, or opportunity seeking structured evaluation.
Does not qualify
Vague submissions, consulting requests, general inquiries without a defined project.
Qualifies
Entities seeking operational, distribution, or technical collaboration with defined intent.
Does not qualify
Capital or equity-related requests — see Strategic Access. Speculative outreach.
Qualifies
Institutional capital with a defined mandate. Regulated or semi-regulated capital sources.
Does not qualify
Informal capital inquiries. Speculative interest. Entities without verifiable structure.
Qualifies
Any actor who does not know which path applies. The agent classifies and routes.
Does not qualify
Nothing. This is the default entry point.
